CPVL / VPL: VLIFR ceiling (< 200 ft) and LIFR visibility (< 1 sm).
CP2K: ceiling ≤ 2000 ft (with VPM again for ≤ 5 sm). Per MDL.
All are event probabilities for those thresholds, not a “confidence” score.

Reading the numbers:
0% or a low CPL means the guidance puts little chance on sub-500-ft ceiling at that hour
(often consistent with the categorical CIG you see)—not “no information” and not “uncertain.”
Same idea for VPI, CPI, VPM, CPVL, VPL, and CP2K at their respective thresholds (see LAMP Card).
High % means elevated chance of that adverse threshold.
The color bands only describe how large that adverse probability is, not how sure the model is overall.
